Identify which requirements still need attention.
Regulation (EU) 2025/40 covers a broad set of packaging requirements. The practical task is to determine which ones apply to each SKU and what information or evidence is still missing.

Preparing a Declaration of Conformity requires complete, structured and traceable information from your own records and your suppliers.
Regulation (EU) 2025/40 covers a broad set of packaging requirements. The practical task is to determine which ones apply to each SKU and what information or evidence is still missing.
Supplier information often arrives in different formats, including PDFs, emails and spreadsheets. A structured record makes missing fields easier to identify and follow up.
The manufacturer assumes responsibility when drawing up the DoC. Each statement should therefore be supported by clear packaging facts, assessments and evidence.
A PET / aluminium / PE pouch contains more information than the category “plastic” alone. Capturing its components and materials provides the detail required for the Annex VII technical documentation.
What you get
The formal outputs are the Technical Documentation (TD) and Declaration of Conformity (DoC). The data collection workbook and Checklist help you organise information and identify gaps. Use the system for the full workflow, or buy a completed example and field guide to fill it in yourself.
PDF online · DOCX templateThe Annex VII dossier under Module A — document control, manufacturer details and a per-requirement assessment.
PDF online · DOCX templateThe Annex VIII declaration you sign under Article 39, with the packaging uniquely identified and traceable.
XLSXStructure, components, materials and suppliers in one workbook — the input every document is built from.
PDFClassify the packaging, then tick off each requirement; every unticked box is an open evidence gap.
Everything on this page, in one purchase — for teams who would rather fill the documents in themselves.
The blank template is the annex's field list — it is in the regulation. What you are buying is the completed example and the field-by-field guide that tells you what belongs in each field.
Previews use fictional example data — your documents are generated from your own packaging.
How it works
Six steps, one SKU at a time. The first four are free, including the real gap list; unlock is required when you are ready to assess each requirement and generate documents. Choose templates when you only need a framework to complete yourself, or use the online system to identify gaps, organise evidence and control when documents can be generated.
Answer a few questions about your market, product and packaging. You get the exact list of PPWR requirements that apply to that SKU, each linked to its article in Regulation (EU) 2025/40.
A preparation checklist built from your scope: which data, which documents, and which party — you, your packaging manufacturer, or your material supplier — is responsible for each one.
Build the real structure: sales, grouped and transport units, their actual manufacturers, components, materials and suppliers. Every requirement, gap and document is calculated from this.
Every unsatisfied requirement is grouped by article and tied to the affected unit, material and supplier. For packaging units manufactured entirely by a third party, you can generate a free Manufacturer Document Request. For component or material supplier Evidence gaps, unlock the Supplier Compliance Request template to generate request text and a workbook by recipient. You download or copy the content, then send and follow it up yourself.
Requirement by requirement, against the evidence you now hold: applicable or not, satisfied or still missing, PFAS risk identified or closed — each conclusion recorded with the evidence it rests on.
Three Readiness Gates check the assessment. The system generates an English TD and unsigned DoC; you review them, arrange any required translation and signature outside the system, then upload the complete signed PDF for the current revision. Every claim remains traceable to your data.
Features
Four capabilities, one workflow, one SKU at a time — and every requirement traceable to the article of Regulation (EU) 2025/40 it comes from.
Enter your market, packaging structure and use facts to identify the requirements the system can currently determine. When information is insufficient, it asks for more instead of guessing. You also get your regulatory role and a preparation checklist naming who should supply what.
Sales, grouped and transport packaging, broken down unit by unit into components and materials: weight, thickness, dimensions, material identification codes, suppliers and part numbers. Today that sits in email threads, spreadsheets and supplier PDFs. From here on, every requirement, gap and document is calculated from this one structure.
Every unsatisfied requirement for your SKU, tied to the packaging unit, material and supplier it belongs to.
What each requirement needs, which document satisfies it, and the report number, issuer, lab accreditation, issue date and expiry behind it — kept as one checkable register. File the document here in private storage, or record that you hold it in your own system; both feed the same register. On that basis you complete the Article 38 conformity assessment and issue the Annex VII technical documentation and the Annex VIII declaration you sign under Article 39.
Built on the official text of Regulation (EU) 2025/40. Every rule calculation is deterministic and reproducible: the same data produces the same result. When information is insufficient, the system asks for more facts or review instead of guessing. Every requirement links back to its article.
Sample gap report
We work out which requirements are actually in force for your packaging today — down to each unit, component and material — then split what is missing by who can resolve it: your supplier, your own team, or a lab.
Your glass supplier
500 ml glass bottle · part GL-500-A · sales unit
Your carton supplier
12-unit corrugated case · grouped packaging unit
Laboratory / test owner
500 ml glass bottle · food contact · PFAS screening
Your compliance team
Both packaging units · nobody else can answer these
Tracked, not scored
Articles 6, 7, 10 and 12 — design for recycling, recycled content, minimisation and labelling — still depend on implementing and delegated acts that have not been adopted. We record them against your packaging and tell you the day they land. We do not invent a verdict you could not defend.
Example data. Your own report is built from your packaging, and every requirement links to its source article on EUR-Lex.
Readiness gates
A case passes three checkpoints before a document exists. The first two each count a defined set of requirements, and a blocking requirement that is unsatisfied stops the case there. The last one holds on conditions rather than requirements. Either way you are told what is missing, not handed a PDF with a hole in it.
Choose the example pack when you want a completed model and a field guide you can fill in and maintain yourself. Choose the online system when you want requirements and gaps calculated from a SKU's packaging data, evidence organised, Readiness Gates enforced, and the current document version maintained.
Prefer to complete the work yourself? Buy only the packs you need. The blank template is the annex field list and it is already in the regulation — what each pack adds is a completed example and a field-by-field guide, so you know what belongs in every field.
