What this service is

PPWR Checker is documentation tooling. It helps you assemble, structure and keep the paperwork that Regulation (EU) 2025/40 (the Packaging and Packaging Waste Regulation, "PPWR") expects you to hold, and it shows the article each requirement comes from so you can check it yourself.

What this service is not

It is not legally binding, and it is not legal advice. Nothing on this site creates a legal position, and it should not be relied upon on its own for compliance purposes.

It is not an assessment of your packaging. Our checker and checklist work from the answers you give. We do not inspect, test or measure anything, and we cannot tell you whether a particular packaging actually conforms.

It is not an official or authorised interpretation. We are not affiliated with, endorsed by, or acting on behalf of the European Commission, any EU institution, or any national competent authority. Where we summarise or paraphrase the regulation, that is our reading of it.

Who has the final say

The text of the regulation governs. Where anything we produce differs from Regulation (EU) 2025/40 or from the national law implementing it, the official text prevails. Always refer to the regulation itself to confirm the nature and extent of the obligations that apply to you.

Final interpretation rests with the Court of Justice of the European Union. Not with us, and not with any commentary or toolkit — including this one.

Enforcement rests with national competent authorities. They apply the regulation in their own market, national implementations differ, and their position on a given question may differ from ours.

Your decisions remain yours

You are the declaring party for any declaration you sign. We issue documents unsigned and never sign on your behalf. You remain free to decide, autonomously, how to interpret the PPWR and how to respond to it — including by disagreeing with anything stated here.

Accuracy

We work from the text of the regulation as published and cite the article behind each requirement so you can verify it. We nevertheless make no warranty that our output is complete, current or free of error, and requirements may change through delegated and implementing acts after we publish. For anything contested, or anything with material commercial exposure, take our output to a qualified adviser in the relevant Member State.
