A blank form doesn't tell you what to write in it
Every field in this template is a question about your packaging, and the template does not answer any of them. It cannot tell you which requirements apply to you, what evidence each one needs, or whether what you write is enough to stand behind a signature.
And some fields cannot be filled in at all yet
Articles 6(4), 7(8) and 12(6) are still awaiting implementing acts. A technical file drawn up today cannot state a final PPWR recyclability grade — it records the assessment as pending, with the reason. If a template lets you type a recyclability grade into it today, it is offering you a field the Commission has not defined.
